I use plane where I raytest each pixel with the difference between point it intersects the plane and point recorded as depth in previously rendered opaque objects. I use shader similar to the water with animating cloud and scale it in grayscale * designer color to get that result. I do not have Thea 2 at the moment at hand, but Master of Magic uses similar functionality.
